1. Call to Order
The meeting of the Board of Directors of Bartonville Water Supply Corporation was called to order by Secretary-Treasurer Kaufman at 7:11 P.M. on Monday, June 11, 2001 at the corporation office, 1911 East Jeter Road, Bartonville, Texas.

2. Executive Session.
At 7:12 P.M., Kaufman announced that the Board would convene in Executive Session concerning:
All Matters Related to the Acquisition of Real Property for a Future Pump Station Site Pursuant to Government Code, Section 551.071. The Board took no action and reconvened in Open Session at 7:35 P.M.
CONSENT AGENDA
Motion by Kilpatrick and second by Alberts to approve the Consent Agenda. Motion carried unanimously.
The two items approved were:
4. Approve the Minutes of the Meeting, May 21, 2001.
5. Approve the May 2001 Disbursements and Financial Report.
3. Public Forum.

ITEMS FOR INDIVIDUAL CONSIDERATION
6. Discussion and Action on Tariff Update Regarding Rates and Service Fees Including Meter Installation Fee for 5/8" x 3/4" Meters, Returned Check Fee, and Service Fee.
Motion by Alberts and second by Anderson that the Tariff be updated to reflect the following approved changes:
a. Increase the installation fee for a 5/8"x 3/4" meter to $395.00.
b. Add a $500.00 charge to bore the road to bring service to an applicant's property.
c. Increase the returned check fee to $25.00.
d. Add a service trip fee of $25.00 for any service trip to a member's meter for the purpose of disconnecting or collecting payment for services.Motion carried unanimously.
7. Discussion and Action on Designating BWSC's Signatory and Authorizing Same to Vote in the Affirmative by Proxy, CoBank's Action to Issue Preferred Stock.
Discussion was held on the special meeting of CoBank to approve issuing preferred stock. Staff explained that BWSC acquired shares in CoBank as a prerequisite for securing a loan that was cancelled. Motion by Kilpatrick and second by Anderson for BWSC to vote its 1000 shares affirmatively for the issuance of preferred stock and to designate Michael Paulson, President, as BWSC's proxy and Duane Johnson, Vice-President, as the alternate proxy. Motion carried unanimously.
8. Discussion and Action on All Matters Related to the Acquisition of Real Property for a Future Pump Station Site.
No action was taken on this item.
9. Discussion and Action on All Matters Related to the Master Plan Update.
Leggieri reported that he had nothing new to report on the update of the master plan. Discussion followed on whether to pursue the upgrades to the existing pump stations or whether to construct a new pump station with additional storage. Kaufman noted that upgrading some of the existing pump stations and adding additional storage at some locations might be a good alternative. Kilpatrick suggested that the Board schedule a work session with Leggieri to formulate a philosophy to provide direction for the master plan update. Kaufman requested that Staff provide copies of the current Master Plan to all the Directors before the work session. Leggieri was instructed to request the engineer to present his written evaluation of the proposed upgrades to the existing pump stations at the regular July board meeting.
10. Discussion and Action on All Matters Related to Suspension of the Capital Fee Obtained from Water Sales.
Anderson inquired if the Board would be willing to consider lowering the water rates after the Master Plan is completed. She noted that her reason for volunteering for the board position was to get the rates lowered and to encourage conservation. Drury, speaking as a member, stated that she objected to paying the fifty cents allocated in the water charges for capital fees for capital projects that have not been designated. Discussion ensued on the pros and cons of lowering the water rates. Kaufman cautioned that lowering the rates will increase usage which will increase the demand for more water which will increase the corporation's costs. Kaufman noted that the best time to evaluate lowering the rates will be during budget preparation when the Board has realistic numbers for planned future capital projects.

13. Review Future Agenda Items, Activities and Announcements, and Set the Date and Time of the July Meeting.
A work session and meetings were scheduled for 7:00 P.M. at the corporation office on the following dates:
a. Monday, July 2, Master Plan Philosophy Work Session.
b. Wednesday, July 11, Regular Meeting.
c. Monday, August 13, Regular Meeting.
14. Adjournment.
Motion by Kilpatrick and second by Anderson to adjourn the meeting. Motion carried unanimously; the meeting adjourned at 8:37 P.M.
