You are cordially invited to the Annual Meeting of the Membership/Stockholders of the Bartonville Water Supply Corporation. Members were mailed a Notice of the Annual Meeting and Proxy Statement March 24, 1998.

NOTE

Renters or Leasees will not be mailed an Annual Meeting Notice or Proxy Statement.

Activities will include the election of two (2) Directors, a short presentation by Staff and Consultants, as well as door prize drawings for water credits. The Directors whose terms expire are Allen Boger (Un-Incorporated area) and Kevin Alberts (Double Oak area).. We are grateful to these Directors for their many contributions!!

THE ROLE OF THE BWSC DIRECTOR

For those considering running, or nominating someone for a Board of Directors position, here are some items for consideration as stated in The Water Board Guide by Ellen G. Miller and Elmer Ronnebaum:

DISCONNECTION NOTICE

Effective April 1, 1998, Bartonville Water Supply Corporation will no Longer place "door hangers" at the address of delinquent/past due accounts, as a reminder prior to disconnection (locking) of water service. Bartonville Water Supply Corporation will, as required by the Texas Water Code, continue as always to mail members/customers regular monthly bills, with due date on or about the 8th or 9th of each month. In addition, Bartonville Water Supply Corporation will continue to mail a second, red lettered "Disconnect Notice" with its due date prior to disconnection. However, the additional, third "door hanger" notice will no longer be provided prior to disconnection of service. Membership/customer growth within our Service area makes continuing this additional notification impracticable.

Regular Monthly bill mailed on or about the 24th of each month and due within 16 days.

Disconnect Notice (second notice) mailed on or about the 12th of each month and due within 10 days.

BOARD ADOPTS NEW IMPACT/EQUITY FEE

At the December 11, 1995 regular meeting, the Board of Directors adopted a new formula for calculating the Impact/Equity Buy-In Fee. Each new Applicant for water service will be required to achieve parity with existing Members of BWSC by paying an amount equal to the Capital contribution of each Member as demonstrated in the "average net equity purchase formula"; these values will be determined on the last day of each fiscal year as follows:

At the February 13, 1997 regular meeting, the Board of Directors reviewed the "Average Net Equity Purchase Fee" based on the formula and increased the Impact/Equity Buy-In Fee to $3,900.00. In addition to the $3,900.00 Buy-In Fee, each new Applicant must also pay a $50.00 Membership Fee and a $150.00 Installation Fee for a total of $4,100.00

CORPORTION MOVES OFFICES

Bartonville Water Supply Corporation RELOCATED to its new office/warehouse facility at 1911 E. Jeter Road in Bartonville(just west of the Bartonville Town Hall). Be sure to use the new address when you mail your payments. The Corporation’s telephone number remained (817) 430-3541. A payment drop is located near the front entry to the building.

Please do not drop payments at the former office at 3228 E. FM 407 (north side of Bartonville Store).

MAIL PROBLEMS

We have received a number of customer complaints recently regarding the failure of the postal service to deliver Bartonville Water Supply Corporation’s water bills to certain customers. Bartonville Water Supply Corporation mails its water bills directly from the Lewisville Post Office regularly each month between the 20th and 24th. If you do not receive a bill by the first of any month, it is your responsibility to notify the Corporation office since we can only assume that your water bill has been delivered by the Post Office.

"XERISCAPE"

Whether new or old, your landscape can be made more water efficient using the principles of "Xeriscape" landscaping. "Xeriscape" is the conservation of water and energy through creative landscapes. For more information, please contact the Bartonville Water Supply Corporation office.

Capital Projects Report

Although the recent heavy rains have hindered progress, construction and clean-up on our Capital Projects is continuing. The new 500,000 gallon elevated storage tank is complete; however, it will not be placed into service until the installation of approximately 40,000 feet of new, various size water mains are completed. This will allow for the proper filling of the new tank using our various pump stations located throughout our 20+ square mile service area.

METER CHANGE OUT PROGRAM

BWSC is currently involved in a system wide meter change out program. All water meters in service in excess of ten (10) years are being replaced with new meters in an effort to insure accuracy for both the customer and Corporation. Although BWSC employees attempt to notify customers on-site prior to beginning work, many times no one is at home. Therefore, if you arrive home and a BWSC vehicle is observed, this may be the reason. In addition, please understand that BWSC employees make every effort to purge air from your service line prior to leaving; however, some air may remain and you may experience a small amount when first opening a faucet. If so, letting the faucet run a minute or so should eliminate the remaining air.

PUBLIC SERVICE ANNOUNCEMENT

In an effort to inform BWSC Members of the fire fighting services available in our area, BWSC is providing the following information.

For Emergency Assistance DIAL 911.

Residents of Argyle, Bartonville, Copper Canyon and the Unincorporated portions of BWSC’s service area receive fire fighting protection and medical assistance from the Argyle Volunteer Fire Department (AVFD), (817) 240-3084. Residents in the Town of Double Oak receive fire fighting protection and medical assistance from the Double Oak Volunteer Fire Department (DOVFD), (817) 430-0013. Remember, these are Volunteer agencies that depend on your contributions for their continuing services. Call the fire department for more information on how you can help.

 

BARTONVILLE WATER SUPPLY CORPORATION RECEIVES COMPLIANCE AWARD

 

The staff of the Public Drinking Water Section and the Field Operations Division of the Texas Commission on Environmental Qualty has awarded Bartonville Water Supply Corporation its Certificate For Outstanding Performance and Superior Level of Compliance in maintaining a record of no violations related to the total "Coliform Rule"* during the five year period, 1992-1996.

* Coliform Rule is continued sampling to monitor the bacteriological integrity of the water

SAVE WATER AND MONEY

In preparation for the upcoming months of lawn and landscape watering, we would like to encourage all members to have irrigation systems thoroughly inspected by a licensed irrigator. A preliminary check for broken sprinkler heads, piping, inoperative valves, etc. could save time, money, and water later in the summer.
